The Chancery of Estates is a city structure which reduces the costs of sovereignty claims. Each level of the first chancery reduces the cost for the
the costs for sovereignty structures and higher claim levels are not affected
first sovereignty claim level by 2%. For each level of the second chancery the costs are reduced by 1%, for a third chancery by 0.5%, and so on.

Building a Chancery of Estates requires Sovereignty→Landholding→Tenancy→Fiefdom→Vassalage→Fiefdom→Feudalism→Estate Management.
