Close Quarter Penetration (commander skill)

Close Quarter Penetration is the upgradeable commander skill that increases division-wide attack of spear units. Each level of upgrade improves the attack of all spear units in that commander's division by 1%. Close Quarter Penetration starts at level 0 and is upgradeable to level 10 (15 for advanced spear unit commanders).
