The Consulate is a city structure which produces diplomatic units and is the heart of the game's system of diplomacy. Every level of the building increases the warning range of diplomatic attacks by 0.5 tiles from the base range of 5. A Consulate is also needed at a player's alliance capital to populate an alliance, allowing 5 members per building level.

Building a Consulate requires Negotiation.
