The Vault is a city structure which protects a small amount of primary resources and tiny amount of secondary resources from theft and raiding. It does not actually protect research or mana, as they cannot actually be stolen or plundered. It is unknown whether siege blocks can be plundered by non-raid attacks.
Building a Vault requires researching Timekeeping→Bureaucracy→Safeguard.
